A evolução histórica e econômica do bairro de Caetetuba de Atibaia no século XIX tem a contriguição de Manoel Jacinto. Formou-se em direito no Largo São Francisco em 1858, foi vereador em diversas legislaturas e presidente da câmara municipal em 1881/82. Foi eleito deputado provincial por Atibaia em 1861 para o mandato de 1862/65
