Médico pela Faculdade de Medicina do Rio de Janeiro, doutorou-se em 1869. Especializou-se em ginecologia em Viena, Áustria. Introdutor da operação cesariana no Brasil. Bacharel em Letras pelo Colégio Pedro II. Serviu ao Exército durante a guerra contra o Paraguai. Condecorado pelo Imperador com a Ordem da Rosa, era o obstetra da Princesa Isabel. Membro da Academia Nacional de Medicina, foi Deputado Federal e Prefeito do Rio de Janeiro, então Distrito Federal em 1897. Era primo-irmão de sua esposa. Roberto Menezes de Moraes e Luís Werneck de Castro Filho registram seu nascimento em Pati do Alferes.Há uma rua com seu nome na Ilha de Paquetá, no Rio de Janeiro.
