Durante o ano de 1828 desembarcaram na Ilha de santa Catarina, vindas nos brigues Marquês de Vianna e Luíza, 146 famílias, em número de 523 pessoas, e reunindo-se mais tarde 93 indivíduos que tinham sido praças dos batalhões dissolvidos no Rio de Janeiro, assim como 19 do Batalhão 27, também dissolvido nesta Província; pode-se contar ao todo 625 alemães, que se destinaram à nova Colônia de São Pedro de Alcântara.

O Brigadeiro Francisco de Albuquerque e Mello, então Presidente da Província, empregou todos os meios a seu alcance para a realização desta obra; e mostrando ardentes desejos de vê-la concluída durante a sua administração, encarregou desta empresa o Major Silvestre José dos Passos, nomeando-o Inspetor da Colônia.
