Bij zijn huwelijk in 1918 was Willem sigarenmaker.

Wim Schoots kwam in 1919 als Benjamin van de fractie in de Tielse gemeenteraad (hij was toen 29 jaar). De SDAP haalde met de invoering van het algemeen mannenkiesrecht 5 zetels (van de 15). Daarvoor was het kiesrecht beperkt tot mannen met een bepaald inkomen en vermogen. De SDAP Tiel slaagde er toch in om op 2 september 1913 een zetel in de gemeenteraad te krijgen (het eerste Tielse SDAP-raadslid was de timmerman P. van Lavieren). In 1917 behaalde de SDAP in de Tielse gemeenteraad een tweede zetel (sigarenhandelaar en nota bene exploitant van een café in de Korte Nieuwsteeg, W.E. van Eck). In 1919 werden dat dus 5 zetels. De gekozen SDAP-raadsleden waren in volgorde van kandidaatstelling: P. van Lavieren, W.E. van Eck, H.G. Lazet, W. Ditmer jr. en W. Schoots.
Het deelnemen aan een college van B & W staat binnen de SDAP in die jaren nog ter discussie. Het landelijke partijbestuur adviseert de afdeling Tiel om niet in het college te stappen. Gezien de samenstelling van de Tielse raad mag niet "een consequent democratisch bestuur" worden verwacht. De meerderheid van de Tielse afdeling kiest echter voor het aanvaarden van een eventueel wethoudersschap. Op 2 september 1919 wordt Piet van Lavieren gekozen tot wethouder. Van Lavieren verslaat de rooms-katholieke kandidaat De Winter met 7 tegen 5 stemmen (de wethouderskandidaten mogen zelf niet meestemmen en één van de 15 raadsleden ontbrak).
Schoots zou raadslid blijven tot 1956. In 1935 werd hij lijsttrekker voor de Tielse SDAP. In de jaren 1935-1956 was hij (met een gedeeltelijke onderbreking van de Tweede Wereldoorlog) tevens wethouder. Schoots (geboren op 16 mei 1890 in Tiel) is sigarenmaker en later tabakswinkelier. Hij woont eerst in de Hogeweidseweg. Later verhuist hij naar de Kerkstraat, waar hij een sigarenwinkel heeft (overigens is op de hoek Kerkstraat-Ambtmanstraat nog steeds een tabakwinkel gevestigd). Schoots is rooms-katholiek opgevoed en breekt daarmee door lid te worden van de SDAP. De combinatie katholiek en socialist is voor de Tweede Wereldoorlog nauwelijks mogelijk. De leden van de SDAP afdeling Tiel zijn in de beginperiode overwegend afkomstig uit de hervormde kring. Enkele leden behoren niet tot een kerkgenootschap. Katholieken zijn gehouden te stemmen op de Rooms-Katholieke Kiesvereniging. Zelfs voor familieleden heeft het SDAP-lidmaatschap van Schoots nare gevolgen, waaronder het ontslag van een oom bij de firma Daalderop.

Wethouder Schoots (raadslid vanaf 1919 en wethouder vanaf 1935) neemt
in 1956 op 66-jarige leeftijd afscheid van de Tielse gemeenteraad. Er werd naar hem een straat vernoemd. Bij het afscheid werd het naambord van de straat hem aangeboden door burgemeester N.F. Cambier van Nooten. Tevens werd hij benoemd tot Ridder in de Orde van Oranje Nassau. De regionaal bekende onderwijzer G.J. Peters (ook schrijver van het zogenaamde Tielsch Volkslied uit 1922) schreef daarover in juli 1956 het volgende versje:

Dit ridderkruis verkondigt groots
De glorie van Wethouder Schoots.
Zijn arbeid heeft de Raad geroemd:
Er werd een laan naar hem vernoemd.
Zijn naam blijven de Tielenaren
Tot 't laatste nageslacht bewaren!
