Philippe-François d'AREMBERG ou d'ARENBERG était le fils de Philippe, prince d'ARENBERG, duc d'ARSCHOT et de CROY, et d'Isabelle-Claire de BERLAYMONT, comtesse de LALAING. Philippe-François était duc d'ARENBERG, d'ARSCHOT et de CROY, prince du Saint-Empire et de Rebecque, marquis de Montcornet, comte de Lalaing et de Seneghem, chevalier de la Toison d'Or, grand d'Espagne, capitaine de la garde bourguignonne de S.M., amiral et capitaine-général de la mer, gouverneur de la Franche-Comté en 1668, gouverneur et grand bailli de Hainaut de 1666 à 1674, gouverneur de Valenciennes.
Il fut créé duc d'Arenberg par l'empereur Ferdinand III en 1644 et meurt à Bruxelles le 5 décembre 1674.
Il avait été marié à Marie-Madeleine de Borgia, fille de François de Borgia et de Centellas, duc de Gandie et d'Artenise Doria.
