Anne [Hall] wife of Matthew Howard of Lower Norfolk Co., VA has long been speculated to be the daughter of Richard Hall, however this has never been proven. Additonally she never lived in Anne Arundel Co., MD. Richard Hall mentions Matthew, Anne & their children in his 1647 will (Norfolk, VA) but does not state a relationship. Anne & Matthew had several children, but none were named Richard. Nor did Matthew ever use the name Arendell or Arundel.

Anne was in Lower Norfolk Co., VA prior to 1640 when she is mentioned in records there. Matthew Howard, her husband, was there prior to 1637.

As for the son of Baron Thomas Arundel and Anne Phillipson:

Matthew Arundel, baptized 6/19/1609 at St. Andrew's, Holborn, Middlesex, England, son of Thomas 1st Baron Arundel of Wardour and his second wife Anne Phillipson, died and was buried 6/2/1620 at St. Andrew's according to Church of England records (St. Andrew Holborn Parish Register, Register of Burials, 1556-1623).
