Gedoopt te Dokkum op 17 mei 1746 als zoon van Folkert Sjoerds Rypperda (Brantgum 25 oktober 1716-Dokkum 18 augustus 1808), boer en later burgemeester van Dokkum, en Baukje Reinders Synia (Dokkum april 1724-1 september 1748). Nederlands Gereformeerd. Hij huwde op 20 april 1777 te Oenkerk met de daar wonende met Rebecca de With (Oenkerk circa 1753-begraven Oisterwijk 27 januari 1787), dochter van een kapitein ter zee, met wie hij in Oisterwijk vier kinderen kreeg: Baukje (1781), Maria Elisabeth (1782), Jan (1782) en Folkert (1786). Sjoer Rijpperda besocht in Dokkum de Latijnse school en ging aansluitend naar de universiteit van Franeker, waar hij met zijn broer Rinse in 1763 werd ingeschreven als student rechten. In 1769 sluiten de broers hun studie af met de titel meester in de rechten. Sjoerd verdedigt dan zijn proefschrift met de titel Dissertatio juridica inauguralis de portione legitima bij hoogleraar Nicolaas Ypey. Met ingang van 5 december 1769 wordt hij advocaat aan het Hof te Friesland (Leeuwarden). Sjoerd wordt door de Staten-Generaal op 11 december 1770 aangesteld als secretaris van de Vrijheid en Dingbank van Oisterwijk, hij begon zijn werkzaamheden op 22 december 1770. Hij was de laatste secretaris van de Vrijheid Oisterwijk (1770-1811) en griffier van het Kwartier van Oisterwijk. Sjoerd was ook secretaris van Udenhout. Hij werd op 14 december 1771 eigenaar van de brouwerij/herberg De Drye Swaentjes. Op 18 april 1809 verbleef koning Lodewijk Napoleon in deze woning. Hij bood na de bouw van de hervormde kerk in 1810 een uurwerk voor deze kerk aan. Sjoerd overleed op 1 juni 1813 te Nijmegen, waar zijn dochter Baukje woonde. Een bank naar hem vernoemd stond op de hoek Gemullehoekenweg-Heisteeg maar verdween na de aanleg van een fietspad. In 2005 kwam er een replica oostelijk van de Bosweg.
