15 Hottinga en Huninga compareren namens hun respectievelijke lastgevers Friesland en Groningen . Conform hun commissie als afgevaardigden te Emden moesten zij eerst de magistraat van deze stad verzoeken de met HHM gesloten contracten te willen laten bestaan en toezeggen goede buren en vrienden te blijven. Ten tweede moesten de afgevaardigden beletten dat de keizerlijke troepen over land of over water levensmiddelen of andere goederen zouden kunnen invoeren. Het laatstgenoemde streven is mislukt, maar is ook onmogelijk wanneer de schepen vrij langs en door de Wadden mogen varen. Daarvandaan worden immers de keizerlijke troepen bevoorraad.
Hottinga en Huninga stellen verder voor nader te berichten over alle gebeurtenissen in Emden tijdens hun verblijf aldaar, zo dikwijls en uitgebreid als gewenst is.
HHM bedanken de afgevaardigden voor hun inspanningen en rapport. Ook laten zij de extraordinaris voor de afsluiting van de Eems afgezonden oorlogsschepen terugroepen en gelasten zij de commandanten van Emden en Leerort het uitvaren en binnenkomen van goederen in hun plaatsen toe te staan zoals dat voor de afsluiting gebruikelijk was.
