Jan Mooijen behoorde waarschijnlijk tot de notabelen van de stad.
Hij was oud-burgemeester van de stad Harderwijk, hetgeen ook blijkt uit de verpondingsopgaven.
Daarnaast was hij koopman in hout, weigerde een verkiezing tot diaken (1702), werd genomineerd voor luitenant van de schutterij (25 6-1703), werd verkozen tot schepen (10-11-1704), als zodanig afgezet (16-2-1707).
