    Zuid-Afrikaanse botanicus die vanaf 1973 directeur was van het Botanical Research Institute, dat later het National Botanical Institute werd en vervolgens het South African National Biodiversity Institute.

    Van 1942 tot 1946 studeerde hij aan de Pretoria University en in 1947 kreeg hij een MSc. Na een periode les te hebben gegeven, trad hij toe tot de staf van het Nationaal Herbarium en werd in 1959 benoemd tot officier in de botanische survey en in 1963 adjunct-directeur. Zijn belangrijkste bijdragen aan de plantkunde zijn publicaties over Ebenaceae en Gramineae, met name het geslacht Eragrostis.

    Hij wordt herdacht in Kirkia dewinteri, Aloe dewinteri, Silene dewinteri en andere taxa. Het Pedaliaceae geslacht Dewinteria is naar hem vernoemd, met de enkele merkwaardige soort D. petrophila uit het Kaokoveld in Namibië.

    Zijn collectie van zo'n 9 500 exemplaren is ondergebracht in Pretoria met duplicaten in verschillende herbaria waaronder Kew en Windhoek. Ze werden verzameld tussen 1947 en 1975 op zijn eigen of samen met Willi Giess, D. S. Hardy, O. A. Leistner, W. Marais of J. Wiss. Zijn belangrijkste verzamelgebieden waren Pretoria en noordwaarts naar Messina, Kruger National Park, Namibië, Noordkaap, Okavango, Kaokoveld, Botswana, Matopos, Caprivi Strip.

    Bernard de Winter was samen met zijn vrouw Mayda en botanicus D.J.B Killick verantwoordelijk voor de publicatie van "Zesenzestig Transvaal Trees" in 1966 ter gelegenheid van het Zuid-Afrika's Republic Festival.
