Notes about Turco BALBANI


Turco Balbani appears on Dino Guinigi's 1391 list of Guinigi supports,
writes Bettye S. Rathbone. "In the period from 1369 to 1390, the Guinigi
were becoming the most powerful family in Lucca. They lived in a section
of Lucca called San Martino, named for the cathedral there. The Balbani
lived in the same terziere.

"in 1370, the old divisions of the city had been redivided into three
terzieri and in 1372 new statutes were adopted to replace those adopted
in 1342 while Lucca was under the rule of Pisa. The ruling bodies were
to be a college made up of nine Anziani and a Gonfaloniere di Giustizia,
a Council General of 180 members, and a small council of 36 members. The
latter consisted of four gonfalonieri and eight councillors from each
terziere. Under each gonfaloniere were 4 pennonieri. Those who served
had to be at least 25 years of age, of legitimate birth, born within the
Lucchese state, and citizens of Lucca for at least 20 years. Some noble
families were excluded from the offices of Anziano and Gonfaloniere.

Turco Balbani regularly elected to office: Commissioner of the Palace,
Jan 1385; Dec 1390, name to 3-year tasca of Anziani; Gonfaloniere di
Giustizia, 1386 and 1394.

The plague of 1399-1400 forced many families to flee from Lucca. Statues
were made to enforce the Anziani and other officials to return. Turco
Balbani, who was elected Gonfaloniere, was one who had fled to Bologna

"By 1400 Turco was in opposition to the Guinigi, specifically to Paolo
Guinigi who had had himself elected Captain and Defender of the city in
July [1400]. At first, Guinigi served with the Anziani and Councils but
uncovering a plot against him in November, he executed some of the
conspirators, had himself elected Signore and became sole ruler of the
city. The college of Anziani finished its term but no new colleges or
councils took office from 1400 to 1430."
