Van Vollenhoven werd in 1889 gekozen tot lid van de https://nl.wikipedia.org/wiki/Gemeenteraad">gemeenteraad van Rotterdam. In 1895 zette hij zijn loopbaan bij de https://nl.wikipedia.org/wiki/Deli_Maatschappij">Deli Maatschappij, waar hij werkzaam was, voort in https://nl.wikipedia.org/wiki/Nederlands-Indi%C3%AB">Nederlands-Indië, waar hij tot 1909 zou blijven. Van 1913 tot 1918 was hij lid van de https://nl.wikipedia.org/wiki/Tweede_Kamer">Tweede Kamer voor de https://nl.wikipedia.org/wiki/Bond_van_Vrije_Liberalen">Bond van Vrije Liberalen.

Na beëindiging van zijn kamerlidmaatschap werd hij directeur van https://nl.wikipedia.org/wiki/De_Nederlandsche_Bank">De Nederlandsche Bank en bleef dat tot zijn overlijden in 1923.
