Frans Antoon Wackers geboren 27-8-1828 te Horn, molenaar te Roermond, zoon van Jan Hendrik Wackers en Anna Elisabeth Buijsen, molenaarster te Roermond, lengte 1,665 m, aangezicht rond, voorhoofd klein, ogen bruin, neus breed, mond matig, kin rond, haar bruin, wenkbrauwen bruin, vrijgesteld voor 1 jaar: wegens vlekken op de ogen (inv.nr. 9497/9501/9505/9509; klapper militie 1815-1913 provinciaal archief).
F. Wackers te Kerkrade wordt op 19-7-1866 gedaagd voor de rechtbank te Maastricht door de firma Schmitz & Fastbinder te Rotterdam in verband met het niet betalen van een wisselbrief. Hij stelt dat de rechtbank niet competent is omdat hij in Düren in Pruissen zou wonen. Hij krijgt geen gelijk en wordt veroordeeld tot het betalen van de kosten van het geding.
Frans Wackers koopt de Baalsbrugger watermolen in Kerkrade (Ten Bruggencatenummer 11034) in 1866 van Adam Hinzen, en wordt dan ingeschreven als meelfabrikant, net als zijn broer Antoon, die meelfabrikant was op de watermolen van Herzogenrath. Hij deed goede zaken; met mede-eigenaar Caspar Rocks (zijn zwager?) heeft hij zelfs enige tijd tarwemeel naar Nederlands Indië verkocht. In 1894 werd de molen definitief verkocht.
