Journalist en historiograaf. Als oudste zoon wordt hij geboren uit het huwelijk van winkelier Jacobus Baldewinus Josephus Zoetmulder (1876-1961) en Allegonda Wilhelmina Josina Maria van Gameren (1874-1949). Na de lagere school gaat hij naar het kleinseminarie Beekvliet en vervolgens naar het gymnasium van het Canisius College te Nijmegen, dat hij niet afmaakt.

In 1931 is hij getrouwd met Ida Catherina van Schoonneveldt, wat een teleurstelling wordt. Met haar krijgt hij twee dochters en bouwt de villa d’n Urste aan de Lissevenlaan in Waalre. Later hertrouwt hij met Johanna A. de Mol (1913-1994).

Hij zit 23 jaar lang als gemeenteraadslid in de Waalrese politiek en is

zelfs 10 jaar fractievoorzitter van zijn partij KVP?. In 1980 wordt hij ereburger van Waalre door het uitreiken van de Bronzen Eikel met oorkonde en in september 1981 kan hij zelf het straatnaambord Steph. Zoetmulderdreef in Waalre onthullen. In 1958 wordt hij benoemd tot ridder in de Orde van Oranje-Nassau
Hij schrijft voor het Zaltbommels Nieuws- en Advertentieblad en treedt in 1926 in dienst van het Eindhovens Dagblad, waar zijn verre neef A. Jurriaan Zoetmulder sinds 1923 hoofdredacteur-directeur is. Op een kort uitstapje naar De Tijd in 1928-1929 en de oorlogsperiode na, wanneer het Eindhovens Dagblad wordt opgeheven en hij te Haaren geïnterneerd is, blijft hij aan het Eindhovens Dagblad verbonden vanaf 1945 als chef-redacteur, in 1953 als hoofdredacteur (samen met Ton Brouwers en na de fusie met Oost-Brabant vanaf 1964 ook met dr. Richard Mooren). Mooren en Zoetmulder gaan in 1968 met pensioen en hebben gezamenlijk een afscheidsfeest op 27 december 1968 met een speciale, vier pagina’s grote afscheidskrant.

Bekend zijn de ‘Gekleurde Arabesken’, hetgeen persoonlijke beschouwingen zijn waarin hij het alledaagse op de korrel neemt. Binnen de journalistiek is hij actief als voorzitter van de Brabants-Zeeuwse afdeling van de Katholieke Nederlandse Journalisten Kring, als lid van de commissie Erecode en als lid van de Raad voor de Journalistiek.

Cultureel is hij actief als mede-oprichter en bestuurslid van het Brabants Orkest en Vrienden van het Brabants Orkest, van De Jonge Spelers, van de Stadsschouwburg. Ook is hij bestuurslid van de Muziekschool. Hiervoor krijgt hij de prof. dr ir Hans Jonkerpenning van de Eindhovense Kunststichting uitgereikt en in 1978 de cultuurprijs van de provincie Noord-Brabant. Hij is secretaris en voorzitter van de Stichting Brabants Gesneuvelden, die hem het erevoorzitterschap en het kruis van verdienste in zilver van de stichting aanbied.
