In zijn vergadering van 25 Maart 1957 heeft de raad der gemeente Deventer het navolgende besluit genomen: De raad der gemeente Deventer; Overwegende, dat Mr. H.W. BLOEMERS, die van 20 juni 1946 af burgemeester van DEVENTER is en dit ambt met ingang van 1 April 1957 zal beëindigen in verband met zijn benoeming tot Commissaris der Koningin in de provincie Gelderland, zich in velerlei opzicht zeer verdienstelijk heeft gemaakt voor de gemeente; Dat de ambtsperiode van Mr. Bloemers viel in een tijd, waarin het herstel van de oorlogsschade met kracht ter hand moest worden genomen en ook overigens verschillende voor de stad belangrijke en dringend nodige voorzieningen, als sluis-, scholen- en woningbouw enz., moesten worden getroffen; Dat een en ander aan het ambt van burgemeester veel zwaardere eisen stelde dan onder normale omstandigheden; Dat Mr. Bloemers een zeer belangrijk aandeel heeft gehad in de voorbereiding en de totstandkoming van de vele voor de stad van belang zijnde voorzieningen en met inzet van al zijn krachten een spoedige wederopbouw van de stad heeft mede helpen bevorderen; Dat er dan ook alle aanleiding bestaat om op bijzondere wijze uiting te geven aan de grote waardering van het gemeentebestuur voor de vele en gewichtige diensten, welke Mr. Bloemers als burgemeester aan de gemeente Deventer heeft bewezen; BESLUIT: 1. Mr. H.W. Bloemers te benoemen tot Ereburger van de stad DEVENTER; 2. Hem toe te kennen de gouden erepenning van de stad DEVENTER; 3. Zijn naam in te schrijven in het gulden boek der gemeente. De raad voornoemd, Secretaris Voorzitter Heden zijn door mij Mr. H.W. BLOEMERS, bovengenoemde gouden erepenning van de stad DEVENTER en de van bovenstaand besluit opgemaakt oorkonde in ontvangst genomen. Deventer, 30 Maart 1957

Hugo Willebrord Bloemers werd op 2 mei 1908 geboren in Borculo als tweede van de drie kinderen van burgemeester Henri Petrus Johan Bloemers (Hummelo 18 april 1880-Velp 16 september 1947) en Maria Snellen (Zierikzee 9 oktober 1878-Velp 20 augustus 1974). Hij trouwde ten eerste te Arnhem op 21 april 1934 (echtscheiding uitgesproken ’s-Gravenhage 5 november 1943) met mr. Johanna Hermance de Vries Robbé (Arnhem 23 juli 1911), referendaris van het Nederlands Genootschap tot Reclassering; ten tweede te Zeist op 25 maart 1944 met Béatrice Adelaïde Octavie Labouchere (Utrecht 21 maart 1913-Deventer 18 juni 1956); ten derde te Ede op 8 augustus 1957 met Caroline Waller (Bloemendaal 3 april 1911-Putten 7 juni 1979); ten vierde te Putten op 21 december 1981 met Regina Antonie Philippina Maria de Nerée tot Babberich (Utrecht 15 december 1912-Bilthoven 31 december 2002). Uit het eerste huwelijk werden een zoon en een dochter geboren; uit het tweede huwelijk een zoon. Hugo Willebrord Bloemers had twaalf stiefkinderen. Hij overleed op 24 juni 2001 te Bilthoven en werd begraven te Rheden op de begraafplaats Heiderust.
