    In die hoedanigheid werd hij in 1933 voorzitter van het Uitvoerend Comité van de Internationale Bloemententoonstelling Flora 1935 in Park Groenendaal te Heemstede.

    Tom was een goed organisator en had een artistieke en sociale aanleg. Hij was lid van het hoofdbestuur van de Koninklijke Algemene Vereniging voor Bloembollencultuur (KAVB) en voorzitter van de Bond van Bloembollenhandelaren in de moeilijke crisisjaren van 1933-34.

    Zijn grootste bekendheid verwierf hij echter als voorzitter van De Keukenhof in Lisse, die in 1949 de deuren opende, en waarin hij zijn artistieke gaven kon uitbuiten. Op latere leeftijd werd hij in 1953 voorzitter van de Kamer van Koophandel en Fabrieken voor Rijnland (in Leiden), en zette zich in voor de oudedagsvoorziening van arbeiders in het bloembollenvak.

Via zijn broer Erlo van Waveren kreeg hij interesse in de psychotherapie, en kreeg hij contact met de bekende psychiater Carl Gustav Jung uit Zürich, die hem meerdere malen in Bennebroek bezocht.

Villa Sparrenduin
Op de gronden van Het Duin in Bennebroek kreeg Tom van Waveren in 1922 toestemming voor de bouw van een houten villa, Sparrenduin. Op de blauwdruk uit 1922 staat als architect de naam Van Waveren vermeld, dus is het waarschijnlijk dat hij het ontwerp tekende. De geometrische, rechthoekige vormen, de flauw hellende daken met de brede overstekken, het horizontale beschot en de hoekramen verwijzen naar de invloed van de Amerikaanse architect Frank Lloyd Wright.

In afwijking van de bouwverordening die houtbouw verbood (brandgevaar) kreeg Van Waveren toestemming voor de bouw. Naar zijn wens zouden de vensters, deuren en het dak van het houten huis in opvallende, heldere kleuren als okergeel en helgroen geschilderd worden. Drie jaar later vond een uitbreiding aan de achterzijde plaats, en in 1929 vonden een ingrijpende verbouwing en forse uitbreiding plaats, waarbij het oostelijke deel van de villa tot stand kwam. J.C. Brand tekende voor dit ontwerp. Belangrijke wijziging uit latere tijd is een verbouwing in de jaren vijftig. De verbouw heeft te maken met de nieuwe functie van de villa, namelijk ambtswoning van de burgemeester van Bennebroek (tot in de jaren 1970).
