Studeerde filosofie en theologie, priesterwijding 25-7-1936 in het Albertinum in Nijmegen
draagt zijn eerste H.Mis op in de Singelkerk te Schiedam op 30-7-1936
In 1938 gaat hij naar het Dominicanenklooster in Zwolle om er cantor, biechtvader en pastor te zijn.
Na de oorlog is hij enkele jaren godsdienstleraar en syndicus op het Dominicuscollege te Nijmegen.

Hij is op 24-1-1949 gedagvaard omdat hij in strijd met de distributiewet rundvlees in ontvangst heeft genomen, zonder afgifte vandistributie bonnen. (samen met broeder Th.Kok)
Zijn verweer was dat hij 150 interne leerlingen te voeden had.

Hij komt in september 1951 naar Alkmaar,waar hij benoemd wordt tot kapelaan in de St. Dominicusparochie (De Laat) en waar hij godsdienstleraar wordt op de algemene LTS aan de Bergerweg.
Een jaar later werd in een oud schoolgebouw aan de Nieuwstraat de 8-klassige St.Willibrordus LTS geopend, en de bisschop van Haarlem benoemde pater Mendel daar tot moderator.
Hij gaf godsdienst en maatschappijleer. Een nieuwe school werd gebouwd aan de Vondelstraat.

Hij was ook Directeur van de Katholieke Meisjesjeugdzorg en Gezinswerk "St.Francisca Romana"en geestelijk adviseur van de R.K.Vereniging tot bescherming van meisjes.

In 1974 kwam er een einde aan zijn onderwijsloopbaan en kreeg hij de verantwoording over de boekhouding van de Dominicusparochie, hij werd "syndecus" en bleef dat tot 1981.
Na zijn emeritaat bleef hij wonen in Alkmaar, eerst in de pastorie van "De Laat", en sinds 28-4-1976 in het "Huis van Zessen". Schoutenstraat 2
12 mei 1997 vertrekt hij naar Venlo, naar het Dominicaner Klooster Mariaweyde, voor het laatste hoofstuk van zijn geestelijk leven. Het afscheid van Alkmaar viel hem zwaar.

Tot het laatst toe rookte hij sigaren. Werd soms wel Vrolijke Frans genoemd.
Een uitspraak van hem uit 1996 is dat wat hem betreft vrouwen direct tot het priesterambt mogen toetreden.
