He was born at «u»Belvoir Castle «/u» on the 13th of December 1818, being the younger son of the «u»5th Duke of Rutland «/u» by Lady Elizabeth Howard, daughter of«u»;Lord Byron's «/u» guardian, the «u»;5th Earl of Carlisle «/u». Lord John Manners, as he then was, was educated at «u»Eton College «/u» and «u»Trinity College, Cambridge «/u». In 1841 he was returned for «;u»Newark «/u» in the Tory interest, along with «u»Gladstone «/u», and sat for that borough until 1847. Subsequently he sat for «u»Colchester «/u», 1850– 57; for «u»North Leicestershire «/u», 1857– 85; and for «u»Melton «/u» from 1885 until, in 1888, he took his seat in the «u»House of Lords «/u» upon succeeding to the dukedom.
In the early «u»1840s «/u» Manners was a leading figure in the «u»Young England «/u» movement, led by «u»Benjamin Disraeli «/u». During the three short administrations of «u»Lord Derby «/u» (1852, 1858-1859, and 1866-1868) he sat in the cabinet as «u»First Commissioner of Works «/u». On the return of the Conservatives to power in 1874 he became «u»Postmaster-General «/u» under Disraeli, and was made «u»GCB «/u» on his retirement in 1880. He was again Postmaster-General in «u»Lord Salisbury's «/u» administration, 1885-86, and was head of the department when sixpenny telegrams were introduced. Finally, in the Conservative government of 1886-92 he was «u»Chancellor of the Duchy of Lancaster «/u».
Manners married twice and had a total of five children. By his first wife, Catherine Marley:
