Scarborough was born in England. His father, Capt. Edmund Scarborough (1584–1635), was a barrister and graduate of Caius College, and an army captain, who emigrated to Virginia about 1621. He settled on the Eastern Shore of Virginia with his family around 1628, and represented the Accomac Shire in the Virginia General Assembly in the 1630s.[1]
A brother, Sir Charles Scarborough, remained in England, became a noted mathematician, studied medicine, and was a founding member of the Royal Society. A Royalist, he served as physician to Kings Charles II and James II after the Restoration.[1]
It is said that Scarborough's eldest son would drown as an adult in the York River on September 21, 1739, though these dates do not line up and there is no name attached to this legend.

Notes for Edmund (Capt) Scarborough: Son of Henry Scarborough of North Walsham co Norfolk (1). He attended Mr Brigg's School in Norwich and was admitted to Caius College, Cambridge 15 April 1602 and studied probably at one of the Inns of Court where his father intended he should attain the degree of Barrister (4). In an extract from the list of Grants and Certificates of Arms, Henry, John and Edmund, sons of Henry Scarborough of North Walsham co Norfolk, were confirmed grant of arms and crest 10 Sept 1614 (3-XVII-321). The arms were 'or, a chevron, between 3 towers, gules and the crest: From a mural coronet, gules, a demi-lion or, supporting a spear erect, on the point a Saracen's head all ppr, the latter wreathed argent and azure (3-XVII-321) Capt Edmund settled in VA on lands lying on Magothy Bay in Accomack circa 1628 (1). He was a Burgess from the Eastern Shore in 1629,1631, 1632 (1). Appointed Justice or Commissioner of the Accomack Court and sat at its first meeting 7 Jan 1632/3 (1), (2),(3-IVp401). He also attended courts at Acchawmacke 39 Dec 1633, 13 Jan 1633/4, 19 Feb 1633/4 (2) 1634. In 1632 the court commissioned him to pay Robert Swynsonne for work he had done on the Plantation (of Virginia) (2). April 1632 Edmund sold 2 cows, and a calf to John Wilkins (2). 13 March 1632 he sold a cow, a heifer and a calf, all 'wilde cattle' to William Beby (2). 10 Jume 1633 he sold Francis Martyne a heifer (2-p24). In 1634 he and Henry Bagwell bonded 40 pounds sterling as surety for settlement of a disagreement between to other gentleman, William Stone and John Wilkins (2). Feb 1634 at John Major's house, Edmund and Phillip Taylor made a deal for half and ox and a bull (2-p11). This bull was wild and 6 March Edmund and a mariner named John Wadlow put the bull on a boat and set sail to take him to Taylor's house (2). A storm came up while on route and fearing for their lives they had to land (2-p13) They finally made it to Taylor's house, but only Taylor's wife was home and had them put Phillip Taylor's marke on the bull (2-p13). 12 March 1633/4 Edmund sold Garret Andrewes 2 wild cattle (2-p13). 18 April 1634 he sold 2 calves to William Melling and his son Edmund was one of the witnesses (2-p37) After his death in 1635, he had a number of outstanding bills owed him by other planters and gentlemen of the district (2-p55). His son Edmund was instrumental in settling these accounts (2).
