Bernhard was born in Kepno. He attended the HighSchool in Wroclaw, andafter graduation he started medical studies. After a few interruptions due to the necessity to work, he managed to obtain a medical degree in 1834.
In 1835 Bernhard settled in Warsaw. In 1837 he worked at the Health House at Tamka and was struggling with the cholera epidemic that broke out in the city. He became a member of the custody and visitator of Jewish elementary schools. He was an examiner at the Rabbinical School, and was also a member of the Council of the Detailed Home of the Orphans and the Poor of the Elderly. He belonged to the Synagogue Committee at ul. Danilowiczowska, he was his vice president and president. Bernhard died in Warsaw and was buried in the Jewish cemetery at ul. Trench.
