Samuel Blum was born in Halberstadt, where his father, Abraham Elias Blum, worked as a teacher. Samuel Blum had four siblings. After finishing school, he studied in Berlin at the Orthodox seminary of Rabbi Hildesheimer, from which many Emden rabbis came. According to the memory of his son Eliahu Blum, Blum's first professional station was in Posen; there he worked as an assistant to Rabbi Feilchenfeld and acted as a "Dajan" (member of the rabbinical court). Later he was rabbi in Pleschen in the province of Posen for several years, where he also met his wife Elfriede Breslauer, who came from Kempen. Three of Blum's five children were born in Pleschen. When the province of Poznan was awarded to Poland after the First World War, Blum and his wife opted for Germany. Blum initially went to a small Hasidic (chasid = pious; religious-mystical renewal movement) community in Chemnitz as a rabbi for a short time. Probably after a public selection process that was common in Emden when the rabbinate position was replaced, but about which nothing is known in detail, he was elected in 1922 as land rabbi for the administrative districts of Aurich and Osnabruck, which together formed the district rabbinical district of Emden. At the same time, Blum became the local rabbi of the East Frisian Jewish community with the largest number of members, the Emden synagogue community. With him, as the Emden Jewish community historian Valk judged, "again a pious Torah scholar adorned the seat of the land rabbinate". For almost seventeen years, he held the difficult and difficult office of land rabbi until he had to emigrate to Palestine at the beginning of January 1939 under the violent pressure of the National Socialists. Blum was the last rabbi in the long line of spiritual leaders of the Orthodox Emden synagogue community and the last holder of the land rabbinate chair.
