Richard Jenkins was a planter on Johns Island. he owned several tracts of land, including an estate on the Wadmalaw River, properly known as Townsend, Walnut Hill plantation. According to a tax return taken of his estate on March 9, 1825, he owned 2, 662 acres, town property, and 217 slaves in St. John's Colleton Parish. Elected to the House, Jenkinsrepresented St. John's Colleton in the Fifteenth (1802-1804 and Sixteenth (1804-1805) General Assemblies. While in the House, he was a member of the committee on vacant offices (1804-1805). Locally, he served as a commissioner of free schools (1811) and vestryman (ca. 1816-1823) for St. John's Colleton. Seven children were born to Richard and Phoebe Jenkins. Richard Jenkins died sometime before Sept. 3, 1823 when his will was proved.
