1. Frank quit school in San Francisco after grade 3 to become a plumber's apprentice. At age 13 his mother died and his three brothers scattered. At age 17 he was the youngest bosun shipping out of San Francisco. Later he began a trucking career eventually joining the Teamsters Union in 1931. He progressed in this career to become Secretary-Business Manager of Teamsters Local 490. He was later Vice President of the California AFL and Secretary of the Solano Central Labor Council. He retired from Teamsters Local 490 on or about February 17, 1961. He also served in the United States Merchant Marines on the S.S. CANSUMSET, S.F..
2. California State Senate Resolution By Senator Luther E. Gibson:
"Whereas, Frank Chesebro, after spending a distinguished and fruitful life in the trade union movement, has announced his retirement;
and Whereas, From 1931 to 1961 Frank Chesebro served as business agent and secretary-treasurer of Local No. 490 of the Teamsters Union, many of these years on a voluntary basis;
and Whereas, This service to his local union is but one of many he has rendered to the trade union movement, Mr. Chesebro having served ably during World War II as president of the Solono County Central Labor Council and as Vice President of the State Federation of Labor;
and Whereas, During this period he devoted his efforts to maintaining harmonious relations between labor and management so as to have an uninterrupted flow of materials of war to our troops in combat;
and Whereas, Frank Chesebro is devoted to American principles, and his union activity was motivated by the thought that labor and management could work together to make America strong;
and Whereas Frank Chesebro personally and successfully led the fight to oust from his union those people whose loyalty was to a foreign power and whose purpose was to establish Communism in the trade union movement and who espoused the philosophy that the natural enemy of labor is management;
and Whereas Mr. Chesebro has often given willingly of his time for his city, state and country, having served on Vallejo Selective Service Board No. 48 for 20 years, having served as director of the Solano County Fair and having been active in the American Red Cross, the Community Chest, the United Fund Campaign and the War Manpower Board;
and Whereas, He was honored at a testimonial dinner given him by his fellow union members, where congratulatory resolutions were read highly praising him for his long and objective ; service in behalf of his fellow man;
and Whereas, Mr. Chesebro has been honored by the President of the United States for his service to his country;
now, therefore, be it Resolved by the Senate of State of California, that the members congratulate Frank Chesebro for his fine record of service to the trade union movement, the city of Vallejo, the state of California and the United States of America and wish him good health and happiness in his retirement;
and be it further Resolved, that the Secretary of the Senate is hereby directed to transmit a suitably prepared copy of this resolution to Mr. Frank Chesebro."
