Arthur Brown grew up in Newark, New Jersey and attended Saint Rose of Lima grade school. He graduated from the 8th grade in 1936. At that time his family moved to Belleville. Arthur attended Belleville High School and graduated in 1940. His athletic prowess in high school consisted as a football backup Center, snapping the ball and blocking. His favorite sports were iceskating and swimming. He was a very strong ocean swimmer.
After graduation, Arthur worked for the Western Electric Company for several years. He helped to install the first automatic switching system in Englewood, New Jersey. This system no longer required the use of telephone operators working on a switchboard.
World War II broke out on December 7, 1941 and Arthur enlisted in the Army on June 6, 1942. He spent a couple of years at Fort Jay on Governor's Island in New York harbor training in the Signal Corp.
On May 6 1944 he married Frances Agnes Garvey in Montclair, New Jersey at Immaculate Conception Church. The best man was Joseph Orville Schoonover and the Maid of Honor was Frances Byrne.
In 1944 Arthur was shipped to the Pacific region of war. He served the Army in the Signal Corp in New Guinea and the Philippines and earned his Sergeant's stripes. During this period of service, his firstborn child, Barbara Ann Brown, was born on 11 March 1945 in Montclair, New Jersey.
The war ended in September 1945. Arthur returned home and was discharged on December 31, 1945. At this point, he returned to his job at Western Electric and worked there in the Union, as a leader.
In 1949, he moved the family to Brick Township. By this time he had added two more children to the family; Thomas Arthur, born March 11, 1948 and Kathleen Mary, born August 29, 1949.
In January 1960, Arthur was appointed as Undersheriff of Ocean County. He remained in this position until he ran for of the office of Sheriff in 1979 and won the election. He was sworn in on January 1, 1980 and was re-elected in 1982. He served the county as jail warden and was active in development of the department's communications network.
