She was born on Alderney in the Bailiwick of Guernsey to James Patrick Devlin and his wife Hannah, born in Coalisland, County Tyrone, Ireland and Norwich respectively. James had served with the Royal Artillery from 1885 to 1897 and may well have been stationed on Alderney at the time of Lilian's birth.
In 1891 and 1901 Lilian was still with her parents in Norwich, with James working as a shoemaker (1891) and later bricklayer (1901) or labourer (1915), though on 4 May 1915 he rejoined the army, this time in the Army Service Corps.
At St Andrew's Holborn on 20 December 1915 she married PC Robert Henry Robinson. Her address was then Mordaunt House, Shrewsbury Road, Willesden.
On 20 May 1916 their first child, Muriel Joan (1916-1998), was born in Sevenoaks, Kent. Her husband joined the army on 20 May 1918, giving her as his next of kin at 3 Litchfield Gardens, Willesden Green.
They had a second child, Cynthia Vera (1919-2006), on 5 October 1919. By the time of the 1939 Register she was living at 21 Arnside Gardens, Preston, Wembley with her husband and children. She was buried on 1 November 1952.
