Notes: Ralph Junior Ward Ralph Junior Ward, age 77, of Elkton, MD, passed away Wednesday, February 22, 2012. Born on March 16, 1934, in Hinton, WV, he was the son of the late Friend and Rena Jones Ward. Mr. Ward retired from Curtis Paper Mill, Newark, DE, where he was a supervisor. He enjoyed hunting and gardening. Survivors include his wife of 55 years, Patricia Carte Ward; children, Deborah Griggs and husband, Joe, Vanceboro, NC, Timothy Ward, Linda Ward, Retha Ward, and Teresa Seyler and husband, Brian, all of Elkton, MD; brother, Albert Ward, Hinton, WV; 13 grandchildren; and 13 great-grandchildren. In addition to his parents, Mr. Ward was preceded in death by his sons, Ronald "Rocky" Ward and Charles "Charlie" Ward. Visitation will be held from 6-8 p.m., Monday, February 27, 2012, at Hicks Home for Funerals, 103 W. Stockton St., Elkton, MD. Funeral service will be in Hinton, WV, with interment in the Friend Ward Cemetery, Hix, WV.

From 1937 to 1940, payments were made in one-lump sums amounts with the first amount being seventeen cents. Following amendments in 1939, the payments turned into monthly benefits and increased. Following further amendments in 1950, cost-of-living increases were awarded to those who were receiving benefits. From 1950 to the present, benefits have increased yearly in response to inflation concerning the costs of living.
