Ludwig Plagmann was born in Menkendorf, Mecklenburg, Schmerin, Germany, the son of Johann Carl Friedrich Plagemann and Catharina Elisabeth Hävelmann Plagemann. He emigrated to the United States arriving in New York city's Castle Gardens in August 1869, went directly to Chicago, then on to settle in Clayton County Iowa. He married his first wife Dora Schaefer in November of 1870. In April 1874 he lost her and their second son in childbirth. In 1876 he married Dorothea Anna Bertha Maria Elfert also from Germany.
In the spring of 1879, Ludwig his wife Dorothea and their three children moved to the Dakota Territory, along with two of Dorothea's brothers (John and Christian Elfert), were they homesteaded property upon which he built a two story house and a 42 x 100 ft. Barn (which still stands today, in good repair owned by his great-grandson.) Over the years they populated the homestead with an addional 7 children, making a total of 10. In 1908 they retired from farming and moved into town to a house in Alexandria.
A short time after their arrival to the Dakota Terratory, Ludwig was instrumental in founding a Lutheran congregation in the southeastern area of Hanson County which became known as St. Martins Evangelical Lutheran Church. He provided a portion of his land to be used for the church. A cemetery was first established, followed by a parsonage, and finally a new church building. The charter members were Christian Schuldt, Carl Schuldt, Carl Schulz, Carl Lehmann, Ludwig Plagmann, and Henry Schulz.
Ludwig became a very successful farmer and businessman in the Alexandria, SD area. In 1889 he started the Hanson County Farmers Mutual Fire and Lightning Insurance Company. The first officers were John Stoltz, president and L.V. Plagmann, secretary. He served as secretary until the time of his death. In 1908 he started the new Farmer Grain Elevator and served as Secretary for 12 years.
Ludwig lived his last 26 years in Alexandria, a devoted member of St Martin's Evangelical Lutheran Church, and was laid to rest at its church yard located on the southeastern portion of his original homestead in Taylor Township.
