Harray, Orkney until some time in 1910 as The Orcadian on 12 February 1910 reported that "The Rev AW Groundwater Congregational Church, Harray, has received a call from the Congregational congregation of Walls in Shetland".
The Scottish Congregational Church Directory has no mention of Harray but states he was in Walls, Shetland from 1909 to 1921 and then from 1921 until his death in Coupar Angus.
Stood but not elected as county councillor, Walls, Shetland, 1913.
County councillor for Walls, Shetland, Dec 1919-Oct 1921 (resigned probably because moving to Coupar Angus)
1924 General Election - stood as Labour candidate in Banffshire and came third of three, polling 23.3% of vote.
1938 - asked to stand as Independent Labour candidate in the Kinross & Perthshire West by-election held on 21 December 1938. He was asked by "a group of Socialists in London" but in view of the vastness of the area he would have to cancel in the middle of winter he decided "the whole thing was hopeless". He also felt that the £300-400 guaranteed by his sponsors in London would be inadequate for a lightening electoral tour in such a widely scattered constituency. "lighting electoral tour" refers to the fact that his possible candidature seems to have become known less than two weeks before polling day! The newspaper report stated that official Labour, as represented by trade unionists in the constituency "has shown little interest in Mr Groundwater's contemplated effort to state the case for Socialism". The by-election was called because the sitting Unionist (Tory) MP Katharine Stewart-Murray, Duchess of Atholl, resigned the Conservative & Unionist Party whip over the National government's European policy. She sought re-election as an independent but was beaten by the Unionist candidate William McNair Snadden.
He may have continued in local government after this.
