He and his first wife
lived at her home, "Bowling Green", on the Isle of Man until her death. He
was elected to the Manx House of Keys in 1777. He left the island in 1779,
and spent the next two years trying to restore "Ewanrigg" in Cumbria. After
his second marriage in 1782, they moved into her estate, "Workington", using
"Bowling Green" as a summer retreat. He threw himself energetically into
developing the family mining interests. He pioneered the free distribution of
milk to the poor, began the first agricultural society, and was M.P. for
Carlisle for many years. It was not until a century later, in 1912, that he
was finally given credit for devising national insurance, a scheme he had used
