Patrick Gordon, Lieutenant-Governor of Pa., informed his Council on 14 Sept 1727, "that here is lately arrived from Holland a Ship with 400 Palatines, as 'tis said, and that he had informmation they will be very soon followed by a much greater number, who design to settle in the back parts of this province." Immigrants such as these, he sent on, for years had been transporting themselves without any leave obtained from the Crown of Great Britain. Ignorant of the language and laws of the province, they tended to settle close together on untaken up lands in the back country without any kind of permission. If such numbers of stangers continued to pour in, they would threaten the peace and security of the province unles some proper measures were taken to prevent them from continuing as a distinct people from his Majesties Subjects."
In view of their increasing numbers, Gordon's Provincial Council now concluded that until some proper remedy could be obtained from England, the masters of vessels importing these strangers should furnish lists of the names of those they imported, stating their occupations, their places of origin, and reasons for emigration. Furthermore, it was advisable the immigrants be required to sign a document declaring their allegiance and subjection to the King of Great Britain, fidelity to the Proprietary of the province, and obedience to its laws and the laws of Pennsylvania.
As a result of this directive on 18 Sept 1727, a list was presented to the Council containing the names of 109 Palatines, 51 of whom signed the required declarations on 21 Sept. These Palatines and their families- in all some 300 persons- had arrived on the ship William and Mary, William Hill, Master, From Rotterdam. Heading the list of passengers was the name of George Michael Weiss, a young, recently ordained minister who came with the group of immigrants as their pastor. Only the previous May he had been ordained a minister of the Reformed Church at Heidelberg where he had matriculated at the University nine years before. "He had conceived the plan with some of his fellow-citizens and other friends, well known to him, to undertake a journey to the transatlantic parts of the world," where ,if it should please Divine Providence, he would undertake the "leadership of a congregational flock, to teach and to guide them."
Born in Eppingen in the Upper Palatinate between the Neckar and the Rhine about 50 miles southeast of Heidelberg, Weiss's fellow passsengers included some who came from the same general neighborhood. At least two were natives of Reihen, a village due north of Eppingen some 20 miles down the Elsenz, the little tributary of the Neckar which flowed through both that town and the village of Reihen. They were the brothers Hans Georg and Hans Ulrich Hirtzel, two of the sons of Clemens Hirtzel and his wife Anna Sinter.
The Hirtzel family had lived in Reihen since about 1652, when Hans Heinrich Hirtzel and His wife, Maria Steiner moved there from the parish of Pfafficon, Canton Zurich, Switzerland. Their youngest son, Clemens was born in Reihen 20 2m 1659, his sponsor at baptism being Clemens Hirtzel, pastor of the congregations at Reihen, Steinsfurt, Kirchardt and Stebbach. The younger Clemens Hirtzel had married at Reihen 23 11m 1680, Anna Sinter, born in Reihen 20 3m 1664, daughter of Hans Sinter and his wife Margaretha Mayer. the Hirtzels had ten children, of whom Hans Georg, born 30 5m 1686, was the second, and Hans Ulrich, born 21 8m 1705, was the youngest. Until his untimely death on 25 3m 1707, in his 47th year, Clemens Hirtzel, a subject of the von Vennigen family, was their administrator or bailiff. His widow, for many years the midwife of the community, died in Reihen 13 11m 1738.

all children were reared in Reihen, aboNote
all children were reared in Reihen, about 23 miles south of Heidelburg. They were members of the Evangelishe (Reformed) Kirche of Reihen. The identification of the Hirzel (Hirtzel) families in Reihen was undertaken in 1961 for Mr. Charles H. Price Jr. of Telford, PA. The registers of the Reihen Evangelical Church and State Archives at Karlsruhe were searched fr him by Pastor Henry Schuehman. Dr Fritz Braun, geneaologist, then prepared a report on the European ancestry of the Hertzel family who were founding members of the Christ Reformed (Indian Creek) Church, Franconia township, Montgomery county, PA. Detailed information is published in the Pennsylvania Geneaological Magazine, Vol XXIV, number 3, 1966, pages 151-184. Hans Heinrich and Maria's son, Hans Heinrich was baptized in Pfaffikon. The family moved to Reihen before their youngest son, Clemens, was born in 1659. Hans Heinrich married Margaretha Rudi in 1676 and Clemens married Anna Sinter in 1680. Descendants of these two families emigrated to Pennsylvania. In 1727, the Provincial Council of Pennsylvania issued the order that all ship's captains should furnish lists of the names of those imported and the immigrant be required to sign a document declaring their allegiance and subjection to the King of Great Britain, fidelity to the Proprietary of the province and the obedience to its laws and the laws of Pennsylvania. Thus on September 18, 1727, a list was presented from the ship William and Mary from Rotterdam, containing 300 Palatines. Among those were two sons of Clemens and Anna Hirzel, their second son, Hans George b 1686 and his family and their youngest son, Hans Ulrich b 1705. His grandfather Clemons Hirzel, pastor of the Reihen Church between 1652 and 1670 was his godfather.
Modified
Clemens' godfather was the Rev. Clemens Hirzel, Pastor of the Reihen Evangelishe (Reformed) Kirche. The pastor emigrated from Winterthur, north of Pfäffikon, and indeed may have headed the emigration from that area of Switzerland to Reihen. He started his pastorate 23 Aug 1651.The connection between these two Hirzel communities in Zürich canton is unknown. However, they were surely related, since this Clemens' father Heinrich followed the pastor to Reihen within a couple of years, and the latter stood as godfather to Clemens. Both families changed the spelling of their name to Hirtzel after they immigrated to The Palatinate, possibly to ensure the continued sounding of the "tz" implicit in the "z" of the Swiss dialect.
Anna at the time of her marriage was a midwife in Reihen, and continued this profession throughout her life. Three of the sons of Clemens and Anna -- Hans Heinrich, Hans Georg, our ancestor, and Hans Ulrich -- emigrated to America, as did at least one grandson, Hans Melchoir, son of Stauffel.
Leebrick [1997] gives Anna's mother's maiden name as Nayer, rather than Mayer.
The ten children of Clemens and Anna (Sinter) Hirtzel were Hans Heinrich, Hans Georg4, Maria Esther, Christoph "Stoffel", Hans Jonas, Anna Christina, Johann Jacob, Maria Margretha, Anna Margretha and Hans Ulrich.
