According to the Rockingham County, NC Historical Society Quarterly, James Ratliff was born in Pittsylvania County, VA, the son of Benjamin Ratliff. He was married in 1825 to Elizabeth V. Anderson, daughter of Charles Anderson of Pittsylvania County, VA. They were married in that county. Records of land transfers in Rockingham County show that James Ratliff bought land in 1835-36 as follows: 173 acres on Little Rock House Creek from Asa Berry, 119 acres on Wolf Island Creek from Stephen Hardy, and 51 acres on Little Rock House Creek from Blewford Tillotson.
The Mobley family also owned land in this area of the county, and two of James Ratliffe's daughters married into the Mobley family.

Rockingham County, North Carolina Heritage:
James' father and brothers were tobacco farmers in the Danville area, and at 33 years of age, when his brothers and others in the Danville area began migrating to Rockingham County, James began buying land to expand his tobacco farming. On October 12, 1831 he bought 119 3/4 acres on the waters of Wolf Island Creek from Stephen Hardy. A year later he added 173 acres on the waters of Little Rock House Creek from Asa Berry. On December 3, 1835 he increased his holdings by another 51 acres purchased from Blewford Tillotson on Little Rock House Creek, for a total of 343 productive acres.
James died 21 November, 1857. Elizabeth survived another 14 years, dying of pneumonia 8 September 1869. Both are buried, along with their young children, and other family members in the Mobley-Ratliff cemetery.
