Nicole Heymans IMHO: Schacher would be pronounced "100% German",transposable to Shacher with Scottish ch. Cia is a typical Polish phoneme, pronounced approximately Tsha, but cher is typically German. Very similar pronunciation, probably interchangeable to some extent.
Hybrid spellings were not uncommon, such as Warschawski, Krotoszyner, Raszkower, and were probably to some degree the result of the extent of the clerk's familiarity with Polish or German, and of the informant's knowledge of the Latin alphabet.
