In september 1939 verrees bij het stadje Mühlberg, gelegen aan de Elbe ten noordwesten van Dresden, het krijgsgevangenkamp Stalag IV-b. Het lag in een bebost terrein nabij een voormalig artillerieschietkamp en bestond uit veertig barakken die elk aan 250 krijgsgevangenen plaats boden. Buiten het eigenlijke kamp waren de onderkomens van de commandant en het bewakingspersoneel. Ook was er een lazaret beschikbaar. Conform de blauwdruk voor de krijgsgevangenkampen bestond het Stalag uit een Vorlager en een Hauptlager. In het Vorlager kwam de krijgsgevangene aan en werd hij ontluisd en geregistreerd voordat hij in het eigenlijke Hauptlager terechtkwam. Poolse onderofficieren en manschappen bevolkten vanaf oktober 1939 als eersten het kampement. In mei 1940 streken er ook Fransen en Belgen neer.

De eerste groep Nederlandse krijgsgevangenen kwam op 4 juli 1943 in Stalag IV-b Mühlberg aan. Het ging om circa 2300 manschappen uit Stalag XI-a Altengrabow. De volgende groepen Nederlandse krijgsgevangenen kwamen rechtstreeks uit het vaderland. Vanaf juli 1943 fungeerde Stalag IV-b Mühlberg namelijk als eerste opvang- en registratiekamp van de Nederlandse krijgsgevangenen. Tevens was Mühlberg, net als voorheen Stalag XI-a Altengrabow, Durchgangslager voor het ‘distribueren’ van krijgsgevangenen over de verschillende Arbeitskommandos.

Vanuit Mühlberg werden de manschappen verdeeld over de verschillende Arbeitskommandos die waren verbonden aan de Stalags IV-a, IV-c, IV-d, IV-f, IV-g, XVIII-a en XVIII-c. De Stalags fungeerden als Schattenlager. In augustus 1943 schreef sergeant Verhulst die als een van de weinige militairen de hele periode in Mühlberg verbleef: “Er zijn nog ongeveer een paar honderd man, waarvan de onderofficieren het merendeel vormen. Het is stil en de verveling neemt hand over hand toe.” De onderofficieren die weigerden te werken, vertrokken vanuit Mühlberg of vanuit de Arbeitskommandos naar het strafkamp Stalag 369 Kobierzyn bij Krakau.
