    Groninger uit een voorname familie, die, net als zijn vader, Commissaris van de Koningin en Eerste Kamerlid was. Richtte in de stad Groningen een bankiersfirma op. Had grote belangstelling voor de (provinciale) waterstaat en publiceerde daarover. Vanaf 1892 vijfentwintig jaar Commissaris der Koningin in Groningen. De Groningse Universiteit verleende hem in 1914 een eredoctoraat. Na zijn pensionering Eerste Kamerlid. Stond bekend als een praktische, arbeidzame man.
